OTL Consulting Group was established in July 2013 as “On Tap Liquor Consulting” and was a joint venture between James Robson and Stephan Jerman, building on their many years of industry experience within the Victorian Liquor Industry. In July 2018, the business merged with the ‘EDQ Group’, a boutique specialist town planning firm operated by Robert Eskdale, and founded in 1995. This merger resulted in the creation of the OTL Consulting Group in January 2020 with both the EDQ and On Tap Liquor Consulting banners coming into a single entity. In 2020 Stephen Jerman sold his interest to James Robson.

The business offers a wide range of liquor licensing and town planning relates services including the preparation and lodgment of town planning applications, liquor licensing applications, project management and specialist town planning/liquor licensing advice. Sundry services include liquor industry training, site/floor/landscape plan preparation and some minor urban design functions. With the recent employment of a specialist environmental planner, the firm also offers some environmental planning services as an extension to existing town planning services offered.

EDQ Town Planning responds to a demand for Planning Consultancy services throughout the Central Highlands region and beyond, whilst On Tap Liquor Consulting provides for specialist advice and services throughout the Victorian Hospitality sector and is an industry leader within the market.

Since 2013, we have grown to be the leading liquor consultancy firm in Victoria and are working our way towards an increased visibility and reputation within the town planning space with our EDQ Town Planning banner.

Our Red Line Plans Victoria business unit delivers a range of drafting services, focused on landscape planning, venue floor plans, site context plans and drawings attached to project delivery by the two main business units. Red Line Plans is seen as a potential growth component of the business, with additional landscaping design work a key focus for this business unit.
